         2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/05/91.

         INTEROPERABILITY, CRIT3 (IMPORTANT PROBLEM).

         4. (U) TITLE: Plans and F'olicy-. Public A+-fairs Office

         5. (u) OBSERVATION. No PAO representative for most flights.

         6. (Li) DISCUSSION: Until we could no longer handle the PAO job
         there was no representation. Hal+ way through the Division
         deployment PAO representatives would arrive for most flights.
         Most times we Would have five to seven press teams
         on Forbes.

         7. (Li) LESSON LEARNED: Prior planning guidance should have
         included PAO support.

         e. (Li) RECOMMENDED ACTION: During major moves, Brigade and
         above, that a PAO person be attached to the DACG Forward
         operation and remain in Topeka the entire time. For smaller
         moves, the DACG Forward can handle unexpected press teams and
         FAD Could come up only when it has been coordinated with the
         press team.
