          4. (U) TITLE, Plans 8,. Policy: Utilization of Existing
          Mobilization Plans

          5. (U) OBSERVATION: Duplication o-F e@-Fort and unnecessary time
          spent on developing Lexicon Danger.

          6. (U) DISCUSSION: Countless star+ time was spent developing
          procedures pertinent to SWA deployment versus supplementing
          FRED. The bulk o-F Lexicon Dander represented verbatim extracts
          and/or methodology +rom FRED. Time spent in development Versus
          Supplementation resulted in an uncoordinated +inal OPLAN. This
          action caused numerous FRAGOs which initially were not
          coordinated with af-fected directorates which Caused confusion to
          users.

          7. (U) LESSON LEARNED: Existing plans  should be supplemented to
          cover a Situation rather than develop a new plan.

          S. (U) RECOMMENDED ACTION:  Mobilization/deployment plan update
          should incorporate changes based on recent deployment lessons
          learned with Lexicon Danger and FRED. Future plans shmtld not
          only Supplement existing guidance when reqLtirements/scenarios
          change.
