2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 01/31/91.

4. (U) TITLE: PLANS & POLICY: NO PLAN TO ISSUE AMMUNITION BASIC
LOAD
5. (U) OBSERVATION: Requirement to issue ammunition basic load
to units was not a planned action.
6. (U) DISCUSSION: Because the upload of ammunition was not
preplanned, numerous difficulties were experienced when
equipping deploying units.
a. Availability of 105mm was unclear.
b. Missile support was difficult to obtain.
C. Some units issues had to be rescheduled for departure
because of the late arrival of ammunition. Some units came to
the ASP up to four times to obtain their complete issue.
d. Numerous vehicle load plans had to be changed to
accommodate the ammunition.
7. (U) LESSON LEARNED: A basic plan is needed for operations
such as "Desert Shield" to prevent problems issuing basic load
ammunition.
B. (U) RECOMMENDED ACTION: Staff the requirement to deploy with
ammunition basic load. If valid, update plans and establish
prepositioned requisitions. Action is installation and
deploying units.
