            1. (U) JULLS NUMBER: 01024-73569 (00357), submitted by RILEY

            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 10/05/90.

            3. (U) KEYWORDS: No keywords..

            4. (U) TITLE: Personnel: DSEC Civilian Personnel Staffing

            5. (U) OBSERVATION: Current DSEC TDA authorizes five each
            civilian positions and one military. This has caused excessive
            overtime to accomplish baseline mission requirements. Required
            column of TDA calls for 14 positions.

            6. (U) DISCUSSION: That consideration be given to'staffing
            DSEC at above the 36% a+ required column of the TDA. This would
            allow greater indepth assistance to all units. Also, without
            the assistance of the ACA-FS, B2, lst Infantry Division, the
            security/intelligence training given to all units would be
            excessively curtailed.

            7. (U) LESSON LEARNED: With the use of overtime -For civilians,
            IMAS, and lst Infantry Division 62 personnel, all baseline
            intelligence/security requirements are being met.

            S. (U) RECOMMENDED ACTION: Installation: Staff DSEC at
            'greater than the 36% of required colum@"o+ the TDA, and fill the
            vacant military position.

            9. (U) COMMENTS: If ACafS, G2 did not assist the DSEC, not all
            intelligence/security missions would be accomplished.
