2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

4. (U) TITLE: Personnel: Impact of Division Deployment on Post
Chem Opns & Manning
5. (U) OBSERVATION: Prior to deployment NBC Division, Ist ID (M)
was collocated with Post Chemical, USAG. While the offices did
not share personnel assets (except the secretary), the NBC
Division, lst ID (M) supported the garrison missions for NBC
Logistics and CS Chamber scheduling. The Post Chemical Officer
played a subordinate role of Radiation Protection Officer (RPO)
under the Division Chemical Officer. The RPO rated the NBC
School Senior Instructor and NWSB Branch Chief. The Division
Chemical Officer senior rated post chemical officer, RPO, and
the secretary.
6. (U) DISCUSSION: As the lst ID (M) deployed, garrison
missions performed by NBC Division, lst ID (M), defaulted to
Post Chemical, USAG personnel. Train-Ltp time for USAG
personnel was sufficient in the Desert Shield scenario,
(but would not have been for a REFORGER deployment).
Sufficient USAG personnel became available to assume
responsibility for NBC logistics (two personnel), office
leadership (two personnel), and RC unit training (+our
personnel), even though the TDA authorized only five personnel.
Mobilization of the IMA Operations Sergeant did not occur
because incumbent was documented as untrained.
Assumption of full leadership by the RPO as the Chief, Post
Chemical DPTM, occurred without difficulty because the RPO
understood his role under Standard Installation Organization
(SIO) and anticipated its reality.
Mobilization of the Officer (05) IMA as branch chief did not
Occur since the civilian RPO was the IMA. Non-key RPO duties
were temporarily set aside during Desert Shield and resumed in
large part after its completion by another non-deploying
officer, who became the alternate RPO.
Role and impact of Desert Sheld on the NWSB remained
unchanged since Supported units did not mobilize during Desert
Shield; hence, mobilization a+ IMA in NWSB was not required.
Post Chemical continued to justify personnel authorizations
and requirements beginning the years prior to S November 1990
(Divisional alert notice) thru deployment and immediately after.
