4. (U) TITLE: PERSONNEL: SJA, IMPEDIMENTS TO CLAIMS PROCESSING
5. (U) OBSERVATION: Processing of claims was hindered by low
staffing and poor Communication.
6. (U) DISCUSSION:
A. The first and foremost problem noted as a result of
Operation Desert Shield was staffing. Due to the need +or
increased legal assistance support, every person in Claims, with
the exception a+ our Chief Adjudicator, was called upon for will
drafting and processing. As a result, many issues which were an
integral part of the claims mission during deployment were
initially addressed only through fact sheets to the command.
They were not disseminated through other public channels in a
timely -Fashion. For example, there were critical issues
regarding automobile liability insurance, vehicle registration,
storage of privately owned vehicles and personal property,
documentation needed for inventories, and finally, how to obtain
airline ticket refunds as a result of cancelled leave requests,
which should have been publicly addressed immediately. Due to
lack of personnel, some of these issues were not handled until
well into division deployment. In fact, some of the fact sheets
ncements did not get published until the
majority of the troops were gone.
S. During deployment, it was determined that the Legal
Assistance mission would be primary and that normal duty
assignments would be relegated to second place. The problem
with this was that, like Legal Assistance, the Claims office
also saw an increase in activities. Following the deployment of
e2d Airborne in August, many personnel assignments were rerouted
to Fort Riley. As a result, the Claims Division experienced an
increase in household goods claims. This increase continued
through the month of November when it was announced that the Ist
Infantry Division (Mech) would be deployed. Unfortunately,
accompanying the increase in claims -Filed, the annual claims
expenditure allowance was exhausted and no replacement allowance
was authorized until mid-late November. While it is not unusual
for claims to exceed allowances at the end of a fiscal year,
being out of money during this particular time frame seemed to
generate a lot of public hostility and "panic" among claimants.
The in-Flux of telephone calls was astronomical. The remaining
