          4. (U) TITLE: PERSONNEL: ADMIN/CIVIL LAW, LAW OF WAR TRAINING
          REQUIREMENTS


          5. (U) OBSERVATION: Requests +or Law of War (LOW) classes
          dramatically increased when the Division was placed on alert in
          mid-Novernber.


          6. (U) DISCUSSION: The Administrative Law Division offered LOW
          classes 6 days per weei%, teaching 2,000-3,000 students during
          that time. Commanders who requested LOW classes shortly after 2
          August 1990 requested that the classes be taught again in late
          November/early December.

          7. (U) LESSON LEARNED: The Administrative Law Division did not
          refuse to reteach LOW classes to units who requested them.
          Anticipate additional training requirements in LOW area and be
          prepared to be +le,,,ib le to accommodate units' schedules.
          e. (b) RECOMMENDED ACTION: Restress to commanders the
          availability of LOW classes. Reimplement requirement -for annual
          LOW training as an IG inspectable item. Be flexible with,
          scheduling classes to ensure availability of instructors.
