            2. (U) Operation DESERT SHIELD conducted by USCENTCOM an 03/01/91.

            4. (U) TITLE: PERSONNEL: SJA ADMIN, PROCESSING WILLS

            5. (U) OBSERVATION: Office work +low in the SJA Admin Division
            was inefficient, resulting in a lot of duplicated effort and
            high overtime pay.

            6. (U) DISCUSSION: Wills should have been processed from the
            beginning in a one-stop process rather than the five-step
            process we used. The system we started was: Step One -
            attorney interviews client; Step Two - the interview form went
            to the Word Processing Center; Step Three - completed wills were
            returned to attorneys for review; Step Four - completed wills
            were separated by unit; Step Five - attorneys took the wills to
            the units for execution.


            7. (?) LESSON LEARNED:

            S. (U) RECOMMENDED ACTION: Have a one-station will processing
            center +or all will production. One-station will processing is
            more efficient. It causes the attorneys to work harder, but
            because it is more efficient in the long run, it saves work
            hours.

            9. (U) COMMENTS: Overall, the office worked together and pulled
            together in support of each other. It was a great team effort.
