            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 01/28/91.

            3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
            COMPONENT, LOGISTICS, SUPPLY, FAVORABLE, COORDINATION,
            INTEROPERABILITY, PLANNING.

            4. (U) TITLE: PERSONNEL: CIVILIAN OVERTIME MANAGEMENT

            5. (U) OBSERVATION:     Prior planning and anticipation of
            workload increases allowed the Directorate of Contracting (DOC)
            to effectively manage and hold civilian overtime expense to a
            mi n i mum.

            6. (U) DISCUSSION:      Following Division Alert, DOC was able
            to expand operational hours, to include full weekend coverage,
            with minimal use of overtime. This was accomplished by
            staggering employee work hours and operating a skeletal crew
            during the weekends and weekday hours above normal duty hours.
            The Directorate maintained an "on-call" roster +or calling in
            additional help during peak performance periods.

            7. (U) LESSON LEARNED: The use of the skeletal and call-in crew
            allowed +or flexibility and rotation of personnel and prevented
            any individual or group of individuals from working excessive
            amounts of overtime. The net result was: DOC personnel's
            morale remained high, and the procurement needs of the Division
            were successfully met.

            S. (U) RECOMMENDED ACTION: Establish the above as standard
            operating procedure in mobilization/deployment plans.
