          4. (U) TITLE: PERSONNEL: CHANGE OF MAILING AND BILLING ADDRESSES
          PRIOR TO DEPLOYMENT


          5. (U) OBSERVATION: Deploying soldiers did not notify creditors
          of change of mailing address prior to deployment.

          6. (U) DISCUSSION: Soldiers in SWA are receiving bills from
          creditors and have no way to pay them promptly. I+ possible,
          deploying soldiers should make arrangements with family members
          to pay bills in their absence and change their billing addresses
          accordingly.

          7. (U) LESSON LEARNED: Although TMS issue was discussed with
          soldiers during predeployment briefings, the problem did not
          receive Sufficient emphasis.

          S. (U) RECOMMENDED ACTION: That commanders.direct soldiers to
          submit changes of address prior to deployment. Change of
          address cards are available from the United States Postal
          Service, are easy to complete, and postage is free.
