           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 10/05/90.

           3. (U) KEYWORDS: No keywords..

           4. (U) TITLE, Mobilization-. Manpower: MOBTDA Shortfall Under
           Partial Mob/Deployment

           5. (U) OBSERVATION- The MOBTDA is prepared for full
           mobilization. Under limited mobilization/deployment scenarios,
           it is not implemented.

           6. (U) DISCUSSION: For many activities, implementation of the
           MOSTDA under a "DESERT SHIELD" type situation is unnecessary.
           However, -For those either relying on MTOE unit support or
           heavily involved in mobilizatiDn/deployment, a substitute
           document between peacetime and MOBTDAs must be developed.

           7. (U) LESSON LEARNED: Through a combination of peacetime,
           TDA, MOSTDA, and local "surge" documents, heavily affected
           activities ICW DRM Manpower, developed ad hoc "authorization"
           documents.


           S. (U) RECOMMENDED ACTION: None required. Situation is and
           will continue to be managed locally based an workload and need.
