                                     UNCLASSIFIED
                                                                     04/19/91
                                   JULLS LONG REPORT

           1. (U) JULLS NUMBER: 01024-41119 (00356), submitted by RILEY
           AFZN-FO-FA, Mr. Garrett, 856-6235, (913)239-6235.

           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 10/05/90.

           3. (U) KEYWORDS: v RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
COMPONENT, GUARD COMPONENT, RESERVE COMPONENT, MOBILIZATION.

           4. (U) TITLE: Mobil4zation, F&AO RC Inprocessing

           S. (U) OBSERVATION: The Unit commander, unit clerk and other
key personnel should be readily available to assist in the
           inprocessing of their unit.

           6. (U) DISCUSSION: Newly assigned soldiers to the units do not
have the necessary assignment orders and documentation with them
to be able to be loaded into the pay system. Also, the unit
clerk should be available to assist individual soldiers with
their problems. For example, if a soldier is entitled to a
bonus payment he has not received and he questions the payment
during inprocessing, the unit clerk would know if the
documentation has been forwarded to the input station for
payment or not. Problem solved immediately.

           7. (?) LESSON LEARNED:

           S. (U) RECOMMENDED ACTION: Inprocess the Unit commander, First
Sergeant, unit clerk, and other key personnel first and require
at least one of the key personnel to be available during unit
inprocessing to assist in problem areas.

           9. (?) COMMENTS:

           --- (U) SUBJECT: MOBILIZATION

               (U) INTEROPERABILITY: NONE

               (U) Lesson distributed by: LOCAL.
