           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/11/91.

           3. (U) KEYWORDS: PLANNING, RWO (REAL WORLD OPS), USA (US ARMY),
           ACTIVE COMPONENT, GUARD COMPONENT, RESERVE COMPONENT, C2 (COMMAND

           4. (U) TITLE: L06ISTICS: Allocation of C141 Cargo Flights -For
           Life Support Equipment

           5. (u) OBSERVATION: No cargo flights were dedicated   to airlift
           of unit life support equipment/supplies.

           6. (u) DISCUSSION: Conveyance is needed to provide    life Support
           items to deployed units an a more responsive basis. Life
           support items transported in milvans by sea did not   arrive in a
           timely manner.

           7. (u) LESSON LEARNED: Units deploying by air must    have
           immediate access to life support equipment/supplies   immediately
           upon arrival at APOD. Dedicate one C-141 cargo flight per
           brigade +or this equipment.

           S. (u) RECOMMENDED ACTION: 63 Plans: Planning for future
           deployments must include one C-141 cargo +light per brigade
           which coincides with window for movement of passengers/TAT.
           These +lights would provide airlift for life support items; eg,
           tents, ammo, radios, etc. Life-support items would then be
           available to brigade units immediately upon their arrival
           in-country.
