            4. (U) TITLE: LOGISTICS: PROCUREMENT: Consolidation of Local
            Purchase Requirements

            5. (u) OBSERVATION: G4 consolidation of local purchase
            requirements signicantly reduced duplicative procurement
            efforts.


            6. (u) DISCUSSION: During the development of the Lexicon Danger
            Oplan; command and control foresight led to the consolidation
            and segregation of local purchase requirements prior to their
            release to DOC.


            7. (u) LESSON LEARNED: Consolidation resulted in:
            (1) The ability to maximize the benefits a+ large volume
            procurement;
            (2) Uniform delivery times;
            (3) Reduced pruchasing agent and contract specialist handling
            of repeat purchases.

            S. (u) RECOMMENDED ACTION: S4 consolidation of local purchase
            requirements should become a standard operating procedure
            identified in the Fort Riley Mob Plan and the FRED.
