            3. (U) KEYWORDS: No keywords..

            4. (U) TITLE: Logistics: Procurement: Letter Contracts

            5. (?) OBSERVATION: Award letter contracts are causing confusion
            -For F&AO personnel as well as vendors.

            6. (?) DISCUSSION: Due to the quick turn-around time required
            for deployment, large dollar contracts are being awarded via a
            simplified "Award Letter" format. This document provides the
            contractor with basic contractual information necessary for
            execution.


            7. (?) LESSON LEARNED: Concerned activities are not familiar
            with this instrument and question the legal sufficiency of its
            use.


            8. (?) RECOMMENDED ACTION: DOC will advise FAO and the
            requiring activity when a letter contract will be used. Letter
            contracts will be augmented ASAP with a complete contract
            instrument.


            9. (?) COMMENTS:    Award letters are legally sufficient for
            contract execution and FAO disbursement of funds.
