          5. (?) OBSERVATION: Market surveys performed by other than
          directorate of contracting personnel.

          6. (?) DISCUSSION- Other than DOC personnel are not authorized
          to conduct commercial market surveys without the e,@press
          authority of the Directorate of Contracting.

          7. (?) LESSON LEARNED: An improperly performed market survey
          leads to a protest +ram a vendor with legitimate, vested
          interests. These type protests carry the potential a+ halting
          the acquisition pending their resolution.

          S. (?) RECOMMENDED ACTION: Responsible individuals may contact
          industry for the purpose of obtaining brochures and standard
          price lists to aid in the preparation of a purchase request or
          for planning purchases. Under no circumstances will these
          individuals request a specific written quotation, iegotiate
          price or indicate an intent to purchase an item.
