            known requirements

            5. (?) OBSERVATION: Deploying units have known local purchase
            requirements but are not submitting requisitions through
            appropriate channels to DOC in a timely manner.

            6. (?) DISCUSSION: Untimely submission of local purchase
            requirements jeopardizes the ability to obtain necessary
            goods/services in the time frame required.

            7. (?) LESSON LEARNED: Accelerated delivery schedules due to
            late submission of requirements increases delivery costs and
            decreases the ability to obtain competition.

            S. (?) RECOMMENDED ACTION: All known unit requirements be
            prepared and submitted IAW established procedures ASAP.
