           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/01/91.

           4. (U) TITLE., Logistics: Ground Positioning System GPS

           5. (u) OBSERVATION: Proper authority and procurement of
           navigational systems.

           6. (u) DISCUSSION: G3 obtained verbal approval from DA to
           procure the GPS's prior to the Army issuing them to the field.
           The GPS's were procured with OMA Dollars. After the purchase of
           the OPS'S, the purchase was reviewed as a possible OPA buy
           because of the GPS'S being considered as a system.

           7. (u) LESSON LEARNED: none

           S. (u) RECOMMENDED ACTION: That a hard copy approval be
           provided prior to purchase of large dollar items or large
           quantities to back up approval of procuring items with OMA
           -Funds.
