            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 01/29/91.

            3. (U) KEYWORDS: RWO (REAL WORLD OF-S), USA (US ARMY), ACTIVE
            COMPONENT, UNFAVORABLE, SHORTAGE, CRIT2 (SERIOUS PROBLEM), HAND
            RECEIPTS, COMMAND RELATIONSHIPS, ORDERS/GUIDANCE, LEGAL, PLANS,

            4. (U) TITLE-. Logistics: Removal of Installation Without Hand
            Receipt Holder Permission

            5. (LE) OBSERVATION: The Ist Infantry Division (Mech) units that
            began deployment for Saudi Arabia simply packed all
            aLtdioviSLial/ViSLtal information equipment and in some cases,
            training devices, with obtaining permission from the Hand
            Receipt holder. In this case the Training Support Center (TSC)
            Services Branch -and Television Branch.


            6. (Lt) DISCUSSION: According to regulations Ltnits/activities
            are not permitted to remove installation property without
            obtaining permission from the hand receipt holder, who in turn
            must obtain the permission from the MACOM. This was not the
            case when the ist ID (M) began deployment. They simply packed
            and czrated all aLtdiovisLtal/@isLial/visLial information equipment.

            7. (Lt) LESSON LEARNED: Units/activities preparing +or
            deployment MUST clear all hand receipts or return all equipment
            prior to their deployment.

            B. (u) RECOMMENDED ACTION: Unit/activity commanders be held
            liable +or all equipment via Statement of Charges or Report of
or equipment that is permitted to deploy form the
            installation without permission.

            9. (Lt) COMMENTS.-   MACOM approval or Command General signature
            is all that is required for equipment that leaves an
            installation.
