            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

            3. (U) KEYWORDS: PLANNING, ORDERS/GUIDANCE, RWO (REAL WORLD OPS),
            USA (US ARMY), ACTIVE COMPONENT, C2 (COMMAND AND CONTROL),
            LOGISTICS, UNFAVORABLE, INTEROPERABILITY, CRIT3 (IMPORTANT PROBLEM).

            4. (U) TITLE- Logistics: DOL/IPECO: Unit Housekeeping Prior to
            Deployment

            5. (u) OBSERVATION: Unit housekeeping/maintenac6 was found to be
            worse than expected with many basic cleanliness functions not
            done upon deployment.

            6. (u) DISCUSSION: Although it was expected that the units
            would not have the time to perform last minute housekeeping
            chores, it was not envisioned that the barracks areas would
            require so much work. Subsequently, the IPECO planning should
            include personnel and time for this function.

            7. (u) LESSON LEARNED: Proper housekeeping/maintenance of the
            barracks will make it easier to turn over to reserve units or
            upon redeployment.

            S. (u) RECOMMENDED ACTION: A. Turn in all linen found in t  .he
            unit +or cleaning. Include pillows and mattress covers.
                B. BOX Up unit linen. This will preclude exposure to dust
            and dirt. Also, it makes the linen easier to move if necessary.
                C. Allot time for basic cleaning of barracks to include
            bathrooms, dayrooms, and orderly rooms. IPECO will clean floors
            but was and buff floors.
                D. Insure that barracks items are pulled from
arracks. When
            barracks are issued to reserve units accountability can be
            difficult if items are spread out everywhere.
