           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 01/31/91.

           3. (U) KEYWORDS: PERSONNEL, RWO (REAL WORLD OPS), USA (US ARMY),

           4. (iJ) TITLE: Logistics: Ammunition Supply Point: Manning
           Requirements.

           5. (u) OBSERVATION: A complete workforce transition was required
           to keep the ASP operating.

           6. (Lt) DISCUSSION: Deployment of the 49th Ordnance Company made
           it necessary to establish a civilian workforce to operate the
           ASP and the following items were noted:
                1. The individuals tasked to set up and be the core of the
           ASP operation were not ammunition certified nor had they
           received enough training to be proficient in ammunition
           operations.
                2. The newly hired workforce had to accomplish the
           Division's upload (because of time frame) before they could be
           properly trained and certified.
                3. The ASP personnel did an exceptionally good job of
           equipping the division. However, it was extremely difficult and
           required extensive efforts by supervisors to ensure we did not
           have any serious safety incidents/accidents while performing the
           ammunition upload with newly assigned and uncertified workers.

           7. (u) LESSON LEARNED: Use of the civilian workforce in key ASP
           positions helped to train the new workforce.and permit the job
           to be done safely.

 RECOMMENDED ACTION: As a minimum, retain a permanent
           O'core" civilian workforce in key positions at the ASP. This
           would eliminate the need to change accountable officers and
           would provide certified, proficient supervision and continuity,
           should another deployment be necessary.
