          4. (U) TITLE- C-2: LOGISTICS: Lack of Support +or DACG Mission

          5. (U) OBSERVATION:   At the outset of the DACG, no one within
          the Division provided the backing needed to establish
          credibility +or the rest of the operation.

          6. (U) DISCUSSION: As a result, chalk commanders of advance
          party units literally walked all over the DACG OICs and NCOS. Of
          particular problem were those chalk commanders who had operated
          the DACG when other units from the Division deployed in late
          October 1990. Those officers had done -the DACG a certain way-,
          and, when they deployed their units, they demanded that the
          system run exactly the way they had ran it. This was extremely
          difficult because no one had used a central POM and cargo
          inspection facility.

          7. (U) LESSON LEARNEI): The DACG OIC must brief as soon as
          possible that person within the Division who will decide all
          conflicts. That person must be ready to back up the position of
          the DACO officers when problems arise with chalk and unit
          commanders.
