           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT, LOGISTICS, TRANSPORTATION, AIRLIFT, FAVORABLE,
           COORDINATION, INTEROPERABILITY, PLANNING.

           4. (U) TITLE: C-2: LOGISTICS: Conflict Between the DCC AND the
           DACG (REAR)


           5. (U) OBSERVATION: Due to a conflict between the
           Transportation OIC in the Deployment Control Center (DCC) and
           the DACG (Rear) OIC, the DACS operation got off to a slow and
           confusing start.

           6. (U) DISCUSSION: The Transportation OIC in the DCC was
           opposed to the idea of a centralized POM site and cargo
           inspection area. As a result, support +or the plan came slowly
           at the expense of the soldiers who were the first to deploy from
           Fort Riley. The DACS OIC was not receptive to the idea that the
           DACG operation +ell under the direction of the DCC, and as a
           result, the reporting process was confusing and unclear +or
           several days into the DACS operation.

           7. (U) LESSON LEARNED: Any personality conflicts must be "left
           at the door" when participating in an operation of this
           magnitude. I+ conflicts cannot be resolved, then someone in a
           position of influence must resolve the conflict before it
           jeopardizes the entire mission.
