2. Background. On 3 August 1991, President Bush ordered the deployment of US 
forces for the defense of Saudi Arabia in support of Operation DESERT SHIELD. 
In response to that tasking, elements of the 2nd Aeromedical Evacuation 
Squadron (AES), Rhein Main AB, GF., deployed to Saudi Arabia on 8 August to 
provide initial aeromedical evacuation support for US forces. The Aeromedical 
Evacuation Control Center (~0~), consisting of active duty personnel from the 1 
AES, Pope AFB, NC, deployed on 11 August and assumed overall responsibility for 
AE operations. The Commander, 1 AES, AES designated the Tactical Aeromedical 
Evacuation System(TAES) Commander, as well as the AECC Director. He worked
directly for the Commander, Airlift Forces (COMALF). Air National
Guard (ANG) and Air Force Reserve AFRES) personnel from various
units were activated as volunteers to provide needed --~
augmentation for the 1 AES, initially as tactical and strategic
aeromedical evacuation crews, and later to provide staffing for
all other AE elements. Fares AE personnel were activated by UTC,
beginning in November; the ANG continued to use primarily
volunteers until January. In November, all AE forces in tile TAES
,theater combined into one unit, the 16llth Aeromedical Evacuation
Squadron (Provisional). With the commencement of hostilities on
1' January (D-Day), Operation DESERT SHIELD
) ceased and Operation
DESERT STORM) began. On 24 February (G-Day), allied forces began
the ground campaign to liberate Kuwait. Hostilities ended on 28
February, when a temporary cease fire was agreed upon. US forces
began redeployment of personnel on ~ March. The 1611 AES(P)
continued providing support to Operation DESERT SHIELD/ STORM
personnel throughout tile drawdown/redeployment phase. A listing
of key events/milestones is at attachment 1.

3. Mission. The initial mission of the theater aeromedical evacuation system 
was to rapidly establish an aeromedical capability for both, intratheater and] 
intertheater casualty evacuation in anticipation of a potential Iraqi attack on 
Saudi Arabia. .In November, the scope of the TAES mission was changed to 
support. the potential]. for offensive operations. The mission was expanded to
