(~+ter ~ndergoing several Nf:~C alerts~ it became very evident to
mE that it takes entirely too much time +or the average Marine to
get +rom Mission Uriented Frotective Posture (MOFF') level C) to
OFF' level 4 During a recent SCUD ~iert that occurred in the
middle 0+ the night my unit ~as ordered into MOF'F' level 4 1 ~as
very impresseci and proud 0+ my +el lo~ Marines that night despite
t he suddenness 0+ the Condit ion F\'ed/Mopp-4 alarm, they remained
calm and donned the~r NBC protective gear in a quick orderly
+ashion. There t~as only one small problem ~ +ul 1 ten minutes
had elapsed by the time the last Marine ~as at MOP level 4 1+
fl NBC attack that contained a nerve agent had occurred that
night, many Marines ~ould probably have died ~jhi le attempting to
~` ~et to MOPP-4
~+ter g lvi ng considerable thought to this problem 1 set out
to develop a system +or the storage 0+ NBC Equipment in the ~L~ICE
Pack that ~ouid .1 lo.~ a Marine to attain MOPP ievei-4 protection
n the shortest possible.................ime 1 experimented ~jith several
d.t++erent layouts until I +ound ~hat I believe is the most
e++ective method 0+ NBC equipment storage This system al lc~s a
Marine to get into a hasty MOPP level 4 in less than one minute
From this hasty posture a Marine can then proceed to a combat-
ready MOPP-4 ~hi le remaining protected
This system is based On t~o principles; simplicity and
standardi:.ation The NBC ~LICE: Pack layout is organi~ed ~ith the
required gear pre-arranged in the most +unctional manner To
hegin packing the NBC equipment, the A~LICE pack is placed in +ront
0+ the Marine ~ith the three outside pouches +acing him. The
poncho is placed inside the center pouch in such a manner that the
hood 0+ the poncho is at the very top 0+ the pouch. The right
hand glove is pre-+olded ~ith its liner and placed in the pouch on
the right side 0+ the pack First, the rubber glove is layed out
palm up, then the cloth glove is placed on top 0+ it. Next the
gioves are rolled up together starting +rom the +inger tips, and
inserted into the pack. Thi~ ~av, ~hen the glove is removed +rom
t he pouch t ~ i 11 unroll on its o~n and be ready to be t~~orn
~ithout ~asting any time +or un+olding ~ prelaced boot is then
~ +01 ded and p 1 aced in t he pouch on top o+ the glove . ~s ~ it h t he
