SUBJECT:  MAS}{ TESTING CAPABILITY IN SV)A

Since i@85, Test and Evaluation Unit (T&EU) results have consistent-
I y sh ~wn a de grad at I on in protective masks after us age and training
Specifically, statistics obtained from MEUs SOC have shown substan-
tial  failures upon co~pletion of deployment  For the past two
years, all MEUs SOC were 100 percent tested prior to deployment
Those tested upon return showed a significant number of fai lures

A.. Units participating in Desert Shield/Storm were issued either
new or machine tested masks prior to or shortly after deployment
Concern is that many of these units have been deployed f or several
months and mask usage has been e>:tensive.  Based on the information
herein and detailed statistics the time for re-testing is rapidly
approaching.

B   Several options are available to provide a testing capability in
S~A   Each option requires the uti 1 ization of equipment and person-
nel skills resident in the T&EUs   To place a capability in SV~
would seriously degrade our CONUS capability.  This situation is
additionally impacted by the seven Marines already pulled from the
T&EUs for combat ~eplacement companies    Prior to functioning within
the T&EU, a Marine requires between two to six weeks formal training
at Pine Bluff , Arkansas

C.   Several options are available to include, pla~ing assets aboard
naval shipping, moving the existing tractor trailer configuration as
is   designing a she 1 te r / c on ta i ne~' v ers i on, or a p~ rman en t f ac i 1 i ty.

     1  Shelter Aboard Naval Shipping.   This version is considered
the lea~t desirable due to dependence on ship movement and availabi-
1 i ty -

    2   Existing Tractor Trailer    The tractor trailer would be the
fastest and least expensive means if air shipment  (C-5) could be
obtained    However, the van is commercially configured, not hardened
for tactical operations.   The ability to withstand a harsh combat
environment is seriously questionable

    3 -   Containeri:::ed Shelter.  The shelter/container configuration
would take two to three weeks to build at a cost of approximately
