         (2) Con's concur however , the mask rebui id capabi 1 1 ti Cs

of the T&EU is limited due to lack of personnel and eye lens dyes

f or required f or entire ma k rebul id. Fiepal r could be i ncr eased

if the dyes could be procured by MCi(L)AC (SSCN~C) and a temp

hiring of civilian personnel was feasible. Thus releasing the

Military Personnel to support a deployed T&EU.

     C. Poth fixed sites could operate ~ith temp hires of

civilians. (GS-5 and below)

         (1) Pro's: The temp loan masks could support the float

requirements if repair was conducted by the T&EU. However, c/c H

assets would have to be replaced, (10%) per quarter based on

current statistics.

         (2) Con's: Concur w/above paragraph f

2. Recommendations: Solution/recommendation "c" appears to be

the most realistic and upportable option. However, the earlier

proposed hardback shelter configuration may be the most realistic

option, if the shelters are still available. It is highly

recommended that either one mobile test facility or a hardback

shelter configured be reconfigured to support the possible SWA

requirement. This requirement may never come to pass, although

we should be prepared to support. The least expense

configuration would be to reconfigure a mobile facility rather

than build an entire new hardback facility.
