 the T&EU's to conduct off site testing in CONUS.  The reiaining
 fixed site would continue to support the existing ~ail in progra~
 as directed by MCO 396e.~.   The need for continued surveillance
 testing 0£ wholesale stock would be acco~plished through the use
 0£ pre-positioning like sa~plea in one location or through the
 use 0£ the Mail in prograa.   Additionally the fixed site would
 continue to act as a pre-screening point for ~aterial returned by
 using units not located in c;)WA.

 RECOMXSNDATION:   ~aaed upon known factors, fiscal and logistical
 constraints it is strongly recommended that solution  ~c~ be
 considered and pursued by allowing the ~obile facilities to be
 modified and contingency plans drafted for the deployment of a
 combined T&EU to SWA.
