~PROBLEM: Current stock levels to maintain Marine forces deployed
outside of CONUS due not allow for replenishment of Field
Protective Masks (FPM's) at the projected rate of
usage/suspect serviceability.
DISCUSSION:
a. The c'~--rent projected rate of usage is derived for F~
3-12. This r~Le is calculated utilizing a European type climate
and tactical ~it.uation.
b. Previous testing with the Porta Count indicates that
there is a potential to identify a much larger percent of suspect
mask when the face to mask fit is tested than would actually be
found utilizing the T&EU equipment and personnel.
c. Previous testing by the Teat and Evaluation Units 0£ FMF
units before and after MEUSOC deployment, six months, indicate a
continued suspect serviceability rate as has previously been
reported.
d. All Marine units which have or will deploy to southwest
Asia (SWA) have been provided a certified FPM. To the knowledge
of the writer all individual Marines and civilians which have
been sent to SWA for temporary duty have been issued a certified
FPM. Of the mask which ha~e been returned from SWA and retested
show that suspect service~bility rates stated above continue.
SOLUTIONS: To fully understand the complexity of the
survivability 0£ the FPM in SWA and to present a full picture of
the option available to ensure FPM continue to provide adequate
protection it is highly recommended that a contact team be
dispatched to survey and establish points 0£ contact within the
deployed command elements to verify any problems and determine
actual requirements for the long term logistical support of the
FPM. The following solutions are provided for consideration upon
deployment of all anticipated Marine units to SWA. Each
recom~endation will allow for a ~ee percent testing of FPM during
each six month period.
a. That a float allowance be established at the RSA
consisting of one sixth the total force size. The float would
consist of a tariffed quantity of all types of FPM. This float
-* would be forced fed to the Force commander monthly. All returned
-masks would be screened by the existing T&EU, East. The T&EU,
East would, if necessary, be aupplemented by the T&EU, West.
(1) PROS. This solution provides the highest FPM
reliability factor. With the returning of assets the T&EU~s can
continue to operate and 8upport minimal CONUS requirements Also
the entire deployed force will be tariffed within six ~onths
allowing redistribution of existing assets.
