1. Per the reference, the enclosure has been reviewed. The
concern expressed relative to the serviceability of the Field
Protective Masks in the hands of forces deployed to Southwest Asia
is appreciated.
2. The responsibility for ensuring serviceable field protective
masks are held and issued from the stores system is assigned to
the Materiel Divisions. The Test and Evaluation Units (T&EUs)
were initially organized for this purpose. Since the beginning of
Operation Desert Shield, we have seen considerable increase in the
activities of the T&EUs, both within the Materiel Divisions and
with the forces at Camp LeJeune and Camp Pendleton. With the
deployment of the forces currently being tested and the retrograde
of direct exchange masks from Southwest Asia, the preponderance of
activity will soon return to the Materiel Divisions. To ensure
adequate equipment and personnel are available to accomplish our
mission, we cannot support a plan which involves the absence of
testing equipment or personnel for prolonged periods.
3. The plan to establish a float seems most feasible and could be
supported by this Division with assistance by the T&EU, West.
