    5.    Discussion.

          a.  Fersonnel . Current         /0 doss not supoort recommended
    personnel   required in MCD 3~.R.C.5 to operate twenty-four          hours
    uti I i~lng three shifts.         Additionally, a new requirement has been
    identi fled to maintain and operate a f i~ed site           located aboard
    MCLB,   ~arstow.  At present manning        levels the T&ELl operated
    twenty-four hours with two shIfts and the fixed sits was unmanned
~   for the duration of the operation.

          b.  Locistics.

              (i)  The mo~i       a test faci I ity ~ae prepared to operate for
    a maximum of th~rty days,          uti I i~Ing a one shift operation. With a
    production of   150 masks per day.        However, due to the    apid
    deployment of the mobi 18 test unit there was           insuff Ic lent time
    al lowed to order repaIr/replacement parts to ade~u~teiy supply
    the faci I ity for ~ per iod of thirty da\ts running twenty-four hour
    operatIons, with an estImated product ion of 450 masks per day.

              (2) Durih~ m~sk t~stlng         In ~upport o~ De~ert Shield an
    unusual I y high number of masks were         identified as needing
    r~pl sosment.   However        sufficient tariff 5 izes and qua titles
    were not ava I I able to a I low for one-hundred percent rep I acernent
