1.   THE FOLLOWING INFORMATION IS PROVIDED IN RESPONSE TO YOUR
QUESTIONS:
2.   Q.  WHAT IS THE EFFECTIVENESS OF CHEMICAL/BIOLOGICAL
WEAPONS WITHIN THE URBAN ENVIRONMENT OF KUWAIT CITY?
A.       CHEMICAL AND BIOLOGICAL WEAPONS HAVE A SIGNIFICANT
POTENTIAL IMPACT IN ANY URBAN ENVIRONMENT.  THE PRINCIPAL
DIFFERENCES BETWEEN THE URBAN ENVIRONMENT AND AN OPEN FIELD
SITUATION IS THE EXISTENCE OF A HIGHLY COMPARTMENTALIZED
ATMOSPHERE CAUSED BY THE STRUCTURE OF THE CITY ITSELF.  THE
EFFECT OF THIS COMPARTMENTALIZATION IS THE CREATION OF LOCAL
MICROCLIMATES WHERE THE SITUATION COULD BE DIFFERENT ON
OPPOSITE SIDES OF THE SAME BUILDING!  AS AN EXAMPLE, NATURAL
DECONTAMINATION PROCESSES (WEATHERING) WILL PROCEED MORE
SLOWLY IN AREAS WHICH ARE CONSTANTLY IN SHADOW.  DIRECTIONAL
WIND PATTERNS WITHIN A CITY CAN ALSO HAVE A SIGNIFICANT
EFFECT, SPEEDING EVAPORATION WHERE THERE ARE CONSTANT WINDS,
BUT LEAVING UNTOUCHED PERPENDICULAR ALLEYS WHERE THERE IS
ESSENTIALLY NO WIND MOVEMENT.  STRUCTURAL SURFACES CAN ALSO
PLAY A ROLE, WHERE IMPERVIOUS SURFACES SUCH AS STONE CAN
FACILITATE EVAPORATION OF AGENTS, WHILE POROUS SURFACES CAN
HOLD AGENTS FOR LONGER PERIODS, POTENTIALLY INCREASING THE
DURATION OF THE HAZARD.
B.        ANOTHER FACTOR WHICH MUST BE CONSIDERED IN USE OF
CHEMICAL/BIOLOGICAL WEAPONS IN URBAN ENVIRONMENTS IS THE
POTENTIAL FOR HIGH LEVELS OF CIVILIAN CASUALTIES OR PANIC
WHICH COULD POTENTIALLY INTERFERE WITH MILITARY OPERATIONS.
C.         IN ADDITION TO ARTILLERY MUNITIONS WHICH MAY BE
FIRED INTO KUWAIT CITY, WE HAVE RECEIVED REPORTS OF CHEMICAL
AMBUSHES BEING PLACED WITHIN KUWAIT CITY BY THE IRAQIS.
THESE AMBUSHES ARE DESCRIBED AS SMALL BUNKER-LIKE STRUCTURES
OF HORSESHOE SHAPE AND APPROXIMATELY 4 FEET ON EACH SIDE.
WITHIN THIS BUNKER ARE PLACED POSSIBLE CONTAINERS OF CHEMICAL
AGENTS (COULD BE EITHER PERSISTENT, NON-PERSISTENT OR BOTH)
AND A PROBABLE EXPLOSIVE CHARGE (COULD BE A "JUG-FAE").
TYPE OF DETONATOR TO BE EMPLOYED IS UNKNOWN, BUT COULD
PRESUMABLY BE EITHER AN ELECTRICAL OR RADIO-CONTROLLED
DETONATOR.  TWO OF THESE AMBUSHES HAVE BEEN LOCATED ALONG
GULF STREET, ONE VERY NEAR THE U.S. EMBASSY, AND THE OTHER AT
A NEAR-BY PUBLIC BATH.  THERE ARE REPORTEDLY SEVERAL OTHERS
THROUGHOUT THE CITY, BUT THEIR LOCATIONS ARE UNKNOWN.
D.          CHEMICAL ARTILLERY AMMUNITION HAS PROBABLY BEEN
PREPOSITIONED FOR USE BY BATTERIES WITHIN RANGE OF KUWAIT

3.   Q.  WHAT ARE THE LOCATIONS OF POTENTIAL OR ACTUAL
DECONTAMINATION SITES IN KUWAIT CITY?
A.           REVIEW OF ALL-SOURCE MATERIAL DOES NOT INDICATE
ANY ESTABLISHED DECONTAMINATION FACILITY WITHIN KUWAIT CITY.
POTENTIAL DECONTAMINATION SITES COULD BE ESTABLISHED AT ANY
LOCATION WHICH HAD A PLENTIFUL SUPPLY OF WATER AND GOOD
DRAINAGE.  CIVILIAN CAR WASH FACILITIES ARE IDEALLY SUITED
FOR EQUIPMENT DECONTAMINATION OPERATIONS; PUBLIC BATH
FACILITIES WOULD ALSO BE GOOD CANDIDATES FOR PERSONNEL
DECONTAMINATION STATIONS.
