(U) NMIST MSG 140740Z NOV 90 PROVIDED PARAMETERS OF DANGERS TO 
PERSONNEL EXPOSED TO AMMONIA AND CHLORINE.  TO REITERATE, FOR 
AMMONIA, 1700 PPM WOULD MAKE BREATHING DIFFICULT AND CAUSE 
SPASMODIC COUGHING; 2000-3000 PPM WOULD BE DANGEROUS FOR SHORT 
TIME EXPOSURE OF 30 MINUTES.  CHLORINE, AT 30 PPM WOULD CAUSE
COUGHING, AND AT 40-60 PPM WOULD BE DANGEROUS FOR A 30 kIN 
EXPOSURE.  SHORT TIME (LESS THAN 30 MINUTE) EXPOSURE FATALiTIES 
WOULD OCCUR WITH AMMONIA EXPOSURES OF 5000 PPM AND WITH CHLORINE 
EXPOSURES AT 1000 PPM.

(U) IT IS NOT CLEAR WHAT ADDITIONAL INFORMATION IS NEEDED TO 
DETERMINE THE CONCENTRATION FROM WHICH ONE COULD ESCAPE WITHIN 30 
MINUTES WITHOUT AN ESCAPE-IMPAIRING SYMPTOMS OR ANY IRREVERSIBLE 
HEALTH EFFECTS.  WE WOULD BE BETTER ABLE TO ASSIST YOU IF WE 
RECEIVED FURTHER GUIDANCE.
