           4. (U) TITLE: PLANS & POLICY: LOGISTICS: The DACG Plan After
           Departure of The Division

           5. (U) OBSERVATION. The plan +or operation of the DACG (Rear)
           was not well thought out; and, as a result, A Company, 34th
           Engineer Battalion, experienced several problems that could have
           been avoided.


           6. (U) DISCUSSION: Approximately 2 wee@@s before the last flight
           carrying lst Infantry Division soldiers departed, the DACG
           (Rear)-OIC, MAJ Wiggins, developed a plan detailing the DACG
           (Rear) operations once the Division had left. This plan was
           developed using input from the DOL representative worting with
           the DACG as well as officers from A Company, 34th Engineer
           Battalion. The plan called +or the utilization of approximately
           15 personnel from USAG. These personnel Would man phones,
           operate Computers (if qualified) and copy machines, and
           generally assist Mr. George Allen, the DOL representative
           slatted to become the DACG (Rear) OIC. However, the plan was
           never put into action; and, as a result, A Company, 34th
           Engineer Battalion, was forced to provide Support to the
           operations center. This prevented A Company, 34th Engineer
           Battalion, from refocusing its attention on preparing itself to
           depl,,y,

A plan must be devised and agreed upon
           at the outset of the DACO operations that covers how the
           operation will run after the main body is gone and only
           infrequent cargo flights remain. Effort must be focused an
           training nandeployable soldiers, NCOs and officers during the
           active part of the deployment in such areas as air load
           planning, hazardous cargo identification, pallet building, and
           POM operations. It was regrettable that a+ the nearly 1,C)OO
           nondeployable soldiers which remained at Fort Riley after the
           deployment of the Big Red One, not one of them Was used in
           Support of any DACG missions.

           S. (U) RECOMMENDED ACTION: Develop a plan for DACG operations
           after major unit has deployed.
