           4. (U) TITLE: PLANS & POLICY: FAMILY CARE PLANS (AR-600-20o)

           5. (U) OBSERVATION: In preparing POMs -For possible deployment
           or movement of married soldiers with dependents, it was apparent
           that required documents in the Family Care Packet, in particular
           "Certificate of Acceptance as Guardian" (DA Form 5840), were not
           fully explained to the prospective guardians).

           6. (U) DISCUSSION- Soldiers are not always serious when
           considering someone to become guardian of their children. Too
           often a guardian's name is given just to satisfy command
           requirements.

           7. (U) LESSON LEARNED: This command had such an experience. The
           guardian could not fulfill the responsibility of caring +or the
           soldier's child. This resulted in the return of the soldier to
           CONUS from Saudi Arabia and pending hardship discharge from the
           Army.

           B. (U) RECOMMENDED ACTION: Commanders should confirm that
           potential guardians understand their responsibilities. I+
           there are misunderstandings, they should be clarified prior to
           their acceptance of guardian responsibilities.
