2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/04/91.

4. (U) TITLE, Personnel: Language Translators For Family Members
5. (u) OBSERVATION: Many non-English speaking spouses in need of
services and/or referrals were unable to effectively communicate
their needs.
6. (u) DISCUSSION: Several spouses accompanied by their
military sponsor at the FAC, encountered problems communicating
with service representatives. Many are currently enrolled in
ESL classes, but translators should be accessible for the most
common ethnic groups: Korean and Hispanic. These spouses
are now involuntarily required to pay bills, grocery shop, etc.
7. (u) LESSON LEARNED: Translators are a vital requirement for
the FAC.
B. (u) RECOMMENDED ACTION: that there exist a list of
volunteers to serve as translators, on call, as the need arises,
to participate in FA functions or in specific services as
needed.
