          2. (U) Operation DESERT SHIELD conducted by USCENTCOM on C)2/ol/91.

          3. (U) KEYWORDS, RWO (REAL WORLD OPS), USA (US ARMY), GUARD

          CRIT4 (OTHER OBSERVATION), PLANNING, DENTAL RECORDS, PANO GRAPHS.

          4. (U) TITLE: PERSONNEL: ALL RESERVE SOLDIERS DID NOT HAVE DENTAL
          RECORDS OR X-RAYS

          5. (U) OBSERVATION: Approximately 7 percent of the soldiers
          mobilized (Reserves) did not have dental records while
          appo,timately 25 percent did not have Panographic X-rays.

          6. (U) DISCUSSION: It is DA Policy that all soldiers have
          dental records and Panographic X-rays. Reserve Forces did not
          fully Comply With this requirement.

          7. (U) LESSON LEARNED: CONUSAs/ARCOMs and STARCs Must place
          command emphasis on requiring all USAR and ARNG soldiers to have
          dental records and Panographic X-rays prior to mobilization.

          8. (U) RECOMMENDED ACTION: CONUSA/ARCOM/STARC: Ensure
          compliance with DA guidance.

          9. (U) COMMENTS: Due to unit personnel turn over, units may
          approach, but never consistently achieve, 100% compliance.
