           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 12/03/90.

           3. (U) KEYWORDS: No keywords..

           4. (U) TITLE: COMMAND AND CONTROL:    Conseqencgs for Failure to
           Transfer Non-deployables

           5. (?) OBSERVATION: Processing of non-deployable soldiers was
           excessively delayed by -Failure of losing units to release their
           soldiers per OPLAN.

           6. (?) DISCUSSION: Units which were transfering non-deployable
           soldiers did not comply with OPLAN. Consequently, transfers did
           not occur at the prescribed time and place. A make-up was
           conducted and participation still was minimal. Losing units
           were not held accountable.

           7. (?) LESSON LEARNED: Don't expect units will comply with an
           order or OPLAN, if non-compliance has no adverse consequences.

           8. (?) RECOMMENDED ACTION: Hold units accountable at a higher
           level.
