BATTLE STAFF DIRECTIVE            NO. 3 7                        DTG 102140L FEB 

            SUBJECT: Stress Relief
            
           Defense Secretary Cheney said yesterday that the SCUD chemical
           threat still exists. He also stated that the terrorist threat is
           still of concern especially as the enemy's desperation increases
           and options narrow. Additionally, several sources still estimate
           the possibility of a chemical attack at our location as .50/50-
           In light of this data, I don't think it's a good bet to let our
           guard down. If you don't have your mask and other equipment with
           you, the 50/50 chance could catch up to you. If you are not near a
           bunker, the warhead gets you. If you're not properly clothed, both
           the chemical or warhead has a better chance of ruining your whole
           day. If you're out running on the roads, you are an easy terrorist
           target or maybe a fresh road kill. Still, Riyahd and Dhaharan have
           gone back to jogging during daylight hours. exercise and stress
           relief are important--that's understood. It's a question of risk
           versus benefit. You evaluate the degree of risk YOU wish to take
           within these guidelines:
           
           Jogging and basketball will be alloyed during daylight hours in
           Tent City and MABCO only. Joggers and basketball players should be
           near their chemical mask at all times--you figure out how you're
           going to do that. You should not wear shorts--cover your skin when
           you exercise--sweating's good for you. This allowance affects no
           other existing Beds, i.e., proper military uniform is still re-
           quired for entry/exit to tent city and for service in tent city (no
           exception) Again , there is still risk. Be smart--it's your
           butt!
