This narrative was initially published on March 21, 2000. Since that time, we have received no new information that contradicted the material presented, nor did additional leads develop to change the narrative’s assessments. Additionally, the Presidential Special Oversight Board reviewed the narrative and recommended that the we republish it as final. The only changes made to the paper published on March 21, 2000, were:

• We updated the narrative to reflect that it is a final report.
• We referenced new source documents to enhance the accuracy of the narrative.
• We corrected minor typographical and grammatical errors.
