       Subj:     Threat from Release of Chemicals Stored or Produced in
                 the Al Jubayl Area


       1. PURPOSE.    A study was conducted to determine the threat to
       various military installations should an accident or
       terrorist/sabotage attack occur at any of the chemical facilities
       in the Al Jubayl area. Estimates were made as to the degree of
       damage resulting from such an incident.


       2. APPROACH.    Chemical production and storage facilities are
       located at the Jubail Industrial City and the King Fahad
       Industrial Port. Oil welle are scattered throughout the area. The
       types of chemicals present at each of these locations were
       determined by contacting personnel working at the chemical
       companies and consulting publications describing the industrial
       area.

            The damage resulting from an accident or attack was assessed
       by performing computer simulations of releases of various
       chemicals. The simulations reveal the footprint of harmful
       concentrations of the gas. Two local companies, Rashid
       Geotechnical and Materials Engineers and SADAF, performed these
       simulations. These and other results are reported in the next
       section.


       3. RESULTS.    The results of the study are described below. A
       series of appendices provide additional, more detailed
       information.


              a. Chemicals Produced or Stored in the MARCENT AOR

                  1)  Chemicals produced or stored at the Jubail
       Industrial City or the King Fahad Port are listed below. Figure 1
       shows a map of the area and the locations of companies mentioned
       in the list.   Special attention should be paid to the location of
       chemicals and their respective hazards.
