            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

            3. (U) KEYWORDS: PLANNING, RWO (REAL WORLD OPS), USA (US ARMY),
            ACTIVE COMPONENT, LOGISTICS, SECURITY ASSISTANCE, UNFAVORABLE,
            COORDINATION, INTEROPERABILITY, CRIT3 (IMPORTANT PROBLEM).

            4. (U) TITLE: Plans and Policy: DOL-IPECO: Lock and Key Control
            of Buildings

            5. (u) OBSERVATION: Access Control/Security for keys and locks
            was not properly handled.

            6. (Lt) DISCUSSION: During the planning of the UPECO/IPECO
            mission it was agreed that Directorate of Engineering and
            Housing would change outside door locks in buildings as the unit
            deployed. At that time, DEH would retain two keys for each lock
            changed. This would give them immediate access to the building.
             It was further agreed that IPECO would provide a trained
            locksmith to perform the work. The locksmith was provided,
            however, the required locks were not an hand at deployment and
            the mission could not be accomplished.
                The Unit Provisional Equipment Custodial (UPECO) initially
            had custody of most vacated buildings. As more units deployed,
            custody gradually transferred to IPPCO in accordance with the
            operations order. During this transition, water pipes broke in
            some buildings and access was required. It was possible to
            determine quickly which custodial organization-had custody, but
            the UPECO representative with the keys was not always readily
            available.

            care, custody and safekeeping of property.

            7. (u) LESSON LEARNED: Planning for proper key/lock control can
            prevent damage to buildings and improve security.

            S. (u) RECOMMENDED ACTION: A. All outside door locks should be
            changed immediately upon deployment of the unit. DEH will .
            retain copies of the keys to insure that they can make required
            maintenance checks and conduct maintenance work.
                B. All others requiring access to the building must request
            access through the IPECO.
