           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT, LOGISTICS, POL (PET, OILS, AND LUB), UNFAVORABLE,
           ACCOUNTABILITY, CRIT3 (IMPORTANT PROBLEM).

           4. (U) TITLE: Logistics: DOL/IPECO: Underground Fuel Not
           Properly Accounted +or by Unit

           5. (u) OBSERVATION: Lack of accountability of fuel in
           underground tanks because units deployed with strapping charts.

           6. (u) DISCUSSION: Strapping charts used to convert inches of
           depth to gallons of capacity had been rail loaded. These charts
           are computed based on the design of each individual type of
           tank. They are not interchangeable exept with like tanks. No
           master copy of charts exist on this installation. In order to
           ascertain an accurate quantity that could be documented on a DA
           3161 lateral transfer, differing methods had to be used which
           are not entirely correct.

           7. (u) LESSON LEARNED: Master file of strapping charts should
          .be -Filed at installation level to attain accurate underground
           fuel tank supplies.

           S. (u) RECOMMENDED ACTION: A. A master    file be maintained on
           the installation of all charts.
                B. Units should be instructed in the operations order that
           charts are necessary to have on hand to transfer accountability
           of fuel and are not interchangeable.
                C. Charts and measuring gauges that are designed for that
           specific tank should remain in the pumpholise at all times.
