2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 01/23/91.

4. (U) TITLE: LOGISTICS: TDA AUDIOVISUAL/VISUAL INFORMATION
EQUIPMENT, TNG DEVICES, TVEQ
5. (U) OBSERVATION- The Ist Infantry Division (MECH) and Fort
Riley units deployed to Saudi Arabia on Operation Desert Shield
without clearing'all Training Support Center (TSC) Outstanding
hand receipts.
6. (U) DISCUSSION: Units deploying left Fort Riley during the
months of November and December 1990 without totally clearing
hand receipts. ALtdiOViSLtal/ViSLtal information equipment and
devices were shipped to Saudi Arabia without TSC notification
and permission to remove TDA property from the installation.
7. (U) LESSON LEARNED: In any -Future deployments, units will
not be permitted to leave the installation until all outstanding
hand receipts are cleared with hand receipt holders. I+, units'
depart without clearing hand receipts, the unit commander will
be held accountable +or all equipment by either a Report of
SLtrve or Statement of Charges. All equipment is the TSC's TDA.
Authorization to remove equipment from the installation may be
granted by the Commanding General.
B. (U) RECOMMENDED ACTION- That prior coordination -For removal
of TDA equipment be e++ected between deploying unit and TSC so
e followed.
