           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/08/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT, COMMUNICATIONS, ADP/COMPUTERS, HARDWARE, COORDINATION,
           INTEROPERABILITY, PLANNING.

           4. (U) TITLE: COMMUNICATIONS: Laptop Computers for UMTs

           5. (U) OBSERVATION: Requirements fo- ordering Automatic Data
           Processing Equipment (ADPE) procedures are not standardized.

           6. (U) DISCUSSION: a. Post Chaplain Office prepared CAPR
           request for two laptop computers for deployed 937th Engineer
           Group UMTS. CAPRs were approved (Ref: ASONZ-RLY, 25 Oct 1990,
           Capability Requirement (CAPR) Approval).

               b. The Post Chaplain forwarded a decision paper (23 Oct 90)
           recommending that the Chief of Staff approve funding. DOIM and
           Cdr, 937th Eng Grp both concurred.

               C. The DOIM forwarded a decision paper (26 Oct 90) to Chief
           of Staff to recommend: (1) Request +or waiver of ADPE
           moratorium; and (2) Request permission to remove installation
           property from Fort Riley (laptops).

               d. Both decision papers were "tabled" pending the expected
           announcement of the deployment of the Ist Infantry Division
           (which occurred on 8 Nov 90)

               e. At approximately the same time, the Ist In+ Division
           Chaplain submitted requests -For 18 laptop units +or lst Inf Div
           UMTS. 6-4 requested that divisional units submit requests +or
           equipment directly to G-4. No CAPRs were required to accompany
ne were forwarded.

               f. As the computer caper unfolded and the announcement was
           made for the deployment of the BROS, the Division G-4 processed
           ADPE orders -For 125 laptops to be distributed according to
           "need" within the Division (5 each per Sde Hqs; 2 each per Bn
           Hqs; various numbers to assorted staff elements).

               e. The result was that divisional UMTs received an
           estimated two laptops out of the requested 16. A complete
           accounting was not available at the time of deployment because
           equipment had been shipped. Division Chaplain UMT received no
           laptop prior to deployment. The Chief of Staff advised that
           he'd take care of the Division Chaplain's need +or a laptop upon
           arrival in Saudi Arabia.
