           4. (U) TITLE: COMMAND AND CONTROL: CONCURRENT CONTINGENCY PLANS


           5. (U) OBSERVATION: Fort Riley planned and executed a
           deliberate deployment of Active and Reserve Component units
           during the period August 1990 - January 1991. Concurrent with
           deployment, Fort Riley was required to plan and execute other
           contingency plans (mobilization, accelerated +ielding of new
           equipment, counterterrorism operations) and was on-call to
           execute fire -Fighting, earthquake response, Land Defense of
           CONUS (LDC), civil disturbance operations, redeployment and
           demobilization. The allocation of resources and integration of
           multiple plans highlighted the importance of a coordinated staff
           effort.


           6. (U) DISCUSSION- Most directorates at Fort Riley are not
           manned to have dedicated planners +or multiple contingency
           planning. The DPTM orchestrated the staff planning effort to
           ensure plans were developed in a prioritized manner. Concurrent
           execution of multiple plans was not as easily solved.

              A. The first problem involved establishing a command and
           control center large enough to coordinate the myriad of details
           involved in the execution of multiple OPLANS. Fort Riley
           established a Garrison Operations Center (GOC) which controlled
ents and coordinated all other operations. This required
           a physical expansion to accommodate the increase of personnel
           assigned to or colocated with the GOC. The execution of
           mobilization was controlled by a separate operations center
           which provided a liaison officer to the GOC.

              B. The second problem involved a rapid increase in personnel
           required to man the SOC and Mobilization Operations Center (MOC)
           on a 24-hoLtr basis. This was accomplished by detail of
           personnel to duties outside their normal position, recall of
           retirees and IMAS, temporary hires, and overtime.

              C. The third problem involved a shortage of units required
           -For execution of concurrent plans. At some point in time, all
           MTOE Fort Riley Active Component units were either deployed, in
           the process of deploying, or alerted for deployment to SWA. Two
           units were later deleted from deployment because they had
           elements deployed in support a-F an exercise in Bolivia. One of
           these units, the 34th Engineer Battalion, provided the Departure
