4. (U) TITLE: COMMAND AND CONTROL: ISSUE SCHEDULE/SYNCH MATRIX
S. (U) OBSERVATION: Scheduling of events by the Garrison
Operations Center (BOC) maximized installation resources,
reduced conflicts between units, and allowed all units to meet
their deployment timeline.
6. (U) DISCUSSION: The Ist Infantry Division (Mech) was alerted
an 8 November 1990 for deployment to SWA. The first train
loaded on 26 November 1990 and the first main body deployed by
air on 18 December 1990. Although not considered an emergency
deployment, it did stress installation support resources and
required careful scheduling. The GOC published a
synchronization matrix which directed 42 separate battalions,
companies and detachments through 25 critical events leading up
to surface and air deployment. Some of these events included
staff POM, draw of COMSEC material, draw of contingency material
(blocking & bracing, CTA-50 shortages, desert camouflage
uniforms, wartime chemical defense equipment, Class V
ammunition, nerve agent antidote kits, antimalaria tabs, Class I
MRES, and Class VIII drugs and narcotics), order of prescription
sunglasses, gammaglobulin and flu shots, POV turn-in, fielding
equipment, family assistance briefings, medical records
tltrn-in, mess hall closeout, installation property turnover, and
staging of equipment for railroad. Numerous revisions were
required throughout the deployment as conditions changed. A
similar matrix system was used to prepare nondivisional and
Reserve Component units for deployment.
7. (U) LESSON LEARNED: While a good plan is desirable, the
ability to adapt, modify and control the execution of the plan
determines the success or failure of a major deployment. Fort
Riley issued approximately 300 FRAGOs to its base deployment
plan which was current prior to execution (updated during
September - October 1990 in anticipation of a major deployment
to SWA).
S. (U) RECOMMENDED ACTION: Periodically force the staff to
drill execution a+ contingency deployment plans under changing
conditions. This can be done as part of a unit EDRE or a
separate staff exercise.
