               BLOOD ISSUE NO. l Blood Transshipment Centers - Shipping Incomplete
               (SGHR ITEM NO. 134)

          DISCUSSION: USAFE deployed two BTCs to CENTCOM to provide a blood distribution
          system during the first two months of ODS. This allowed CENTCOM to store more
          than 14,000 units of blood. Required 10 days to assemble one BTC, while the
          second BTC was shipped incomplete, missing essential compressors.

 l        RECOMMENDATION: Air Staff should continue to develop and procure the
          Transportable Blood Transshipment Center (TBTC) to meet future deployment
          requirements.

          ACTIONS REQUIRED: Continued development of TBTC.

          ACTIONS COMPLETED: TBTC is under development, Government Procedures Evaluation
          to be accomplished Jun 94. Prototype unit testing has been completed by the
          contractor. Contract to awarded in Jul 95. Delivery of first operational TBTC
          expected in Feb-Mar 96. Last of seven TBTCs expected to be delivered by Jan
          97.

          STATUS: OPEN.
