(1) Observation: Communication of mission required forms from the PAC to Myrtle Beach AFB was delayed. (2) Discussion: Patient manifest, mission management forms, special diet, special equipment, etc., often arrived just prior to crew reporting and in one incident, forms were received after the crew arrived for mission planning. One mission's forms were faxed to Charleston AECE by mistake. (3) Recommended Action: Ensure all AE missions originating from locations within the Eastern time zone be given top priority by PAC in completing and faxing required mission management forms. Recommended Action Office: 375 MAW/AEC. s. Title: The Flight Clinical Coordinator (FCC) Role During Wartime Contingencies. (1) Observation: The FCCs do not have a defined role n wartime contingencies when patient reporting is streamlined to contingency or PRAMS reporting. (2) Discussion: The DMRIS reporting system and the PRAMS system, when used for contingency, does not require a clinical review nor central validation for record release back to the respective JMROs. Records should have been automatically released back to the EUCOM theater during operation DESERT SHIELD/STORM. The EUCOM FCCs would then have been responsible for all clinical review. The PAC FCCs only require a copy of the EUCOM or PACOM reports for continued coordination once the patients arrive stateside. Additionally, the AECE FCCs are not familiar with peacetime patient reporting but are well aware of standard operating procedures for flight clinical nursing. Only one AECE assigned FCC had the opportunity to train in the PAC for one week prior to deployment. (3) Recommended Action: a. Reinstitute the orientation program for the Reserve nurses to observe/train in the PAC to include FCC training. Recommended Action Office: HQ MAC/SGO and 375 MAW/AK. b. Train all CONUS active duty flight nurses on the role of the FCC. Recommended Action Office: 375 MAW/AK. c. Change the portion of the DMRIS system that requires all DMRIS reports to be centrally reviewed by the CONUS FCC. CONUS operations requires only a copy of the reports generated overseas.
